About Victoire Ingabire Umuhoza

Ms Victoire Ingabire Umuhoza is a politician committed to advocating for genuine reconciliation among Rwandans, the establishment of democracy, the respect for human rights and the rule of law, as well as development for all in Rwanda. Victoire was arrested in 2010 and sentenced to 15 years in prison by the Rwandan Supreme court in a politically motivated judicial proceeding in 2012. Her appeal to the African court on Human and People’s rights cleared her in 2017 and held that Rwanda violated her rights to freedom of expression as well as to adequate defence. Victoire was released by presidential grace in 2018 after eight years of imprisonment, five of which she spent in isolated confinement.

5 PRIORITIES for Victoire Ingabire Umuhoza

Priority 1: Democratisation of Rwandan society

Rwanda has a long history of using violence to gain and hold power. Victoire wants to reverse the trend. She proposes convening an inclusive dialogue, bringing together political and civil society stakeholders to create governance reforms. These reforms will establish strong institutions that support human rights, uphold the rule of law, and enable peaceful transitions of power going forward.

Priority 2: Development of solid social capital

War, genocide, and politicised history have weakened the bonds of trust that hold the Rwandan society together. Victoire plans the clarification of a shared history, acknowledging all victims, establishing a truth and reconciliation commission, and applying restorative justice to heal unresolved historical grievances and foster unity.

Priority 3: Decentralisation of power

Rwandans have been subjected to top-down decision-making, leaving them with little say in policies that shape their lives. This trend must be reversed. Victoire projects empowering citizens through civic education to enable leaders operate dependably and citizens held leaders accountable.

Priority 4: Development for all

While Rwanda is praised for its economic progress, this lacks inclusivity. Victoire offers to prioritise public investments in productive sectors that address the immediate needs of the population as well as to enforce laws that restrict the government and political parties to engage in business. This will make Rwanda a truly attractive place for domestic and foreign investment and boost its private sector.
